Integrated vector management (IVM) is one of the key elements of the Revised Malaria Control Strategy of the SEA Region. The technical, managerial and operational capacities of district-level managers are inadequate or too weak to understand, plan, and implement components of an IVM approach at district and sub-district levels. Intersectoral partners are usually aware of their roles in vector management, as well as operational and managerial mechanisms for taking synergistic actions.
This framework for implementing IVM at the district level provides step-by-step guidance to develop and implement the IVM approach at district or equivalent levels, as well as to monitor and evaluate its impacts. It is designed mainly for use by vector-borne disease control program managers and other concerned stakeholders at the district level and below, but also for reference of state and national policy and decision makers
