The Office of Family Assistance (OFA) is located in the United States Department of Health and Human Services, Administration for Children and Families and oversees the Temporary Assistance for Needy Families (TANF) Program which was created by the Welfare Reform Law of 1996. TANF became effective July 1, 1997, and replaced what was then commonly known as welfare: Aid to Families with Dependent Children (AFDC) and the Job Opportunities and Basic Skills Training (JOBS) programs. Temporary Assistance for Needy Families (TANF) provides assistance and work opportunities to needy families by granting states the federal funds and wide flexibility to develop and implement their own welfare programs. The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) established mandatory work requirements and minimum annual work participation rate standards for States operating a TANF program. States are subject to these minimum participation rate requirements beginning July 1997 or six months after the State implementation of the TANF program. The Act establishes separate minimum participation rates each year for all families and two-parent families. The minimum work participation rate standards for fiscal year (FY) 2004 are 50 percent for the all families rate and 90 percent for the two-parent families rate. The Administration for Children and Families (ACF), within the Department of Health and Human Services (HHS) is responsible for federal programs that promote the economic and social well-being of families, children, individuals, and communities. ACF programs aim to achieve the following: families and individuals empowered to increase their own economic independence and productivity; strong, healthy, supportive communities that have a positive impact on the quality of life and the development of children; partnerships with individuals, front-line service providers, communities, American Indian tribes, Native communities, states, and Congress that enable solutions which transcend traditional agency boundaries; services planned, reformed, and integrated to improve needed access; and a strong commitment to working with people with developmental disabilities, refugees, and migrants to address their needs, strengths, and abilities. FUNDING OF ACF PROGRAMS--FORMULA AND DISCRETIONARY GRANTS - ACF awards mandatory or "formula" grants, as well as discretionary grants. Federal agencies are required by statute to award formula grants to states, the District of Columbia, and federally recognized Tribes and Territories. Discretionary grants permit the federal government to exercise judgment or "discretion" in selecting the applicant/recipient organization through a competitive grant process. The states, the District of Columbia, federally recognized Tribes and Territories, and public and private not-for-profit agencies/organizations may apply in accordance with the requirements in the program announcement
