Publisher description

This electronic book on CD-ROM provides a unique and comprehensive collection of federal government documents and references about the Administration for Children and Families (ACF) of the U.S. Department of Health and Human Services, including programs for child care and support, Head Start, child abuse and neglect, adoption and foster care, and much more. A focus of this disc: the Child Care Bureau, dedicated to enhancing the quality, affordability, and availability of child care for all families. The Child Care Bureau administers federal funds to states, territories, and tribes to assist low-income families in accessing quality child care for children when the parents work or participate in education or training. The Child Care Bureau supports low-income working families through child care financial assistance and promotes children's learning by improving the quality of early care and education and afterschool programs. The Child Care and Development Fund (CC! DF) has made available $4.8 billion to states, territories, and tribes in fiscal year 2005. This program, authorized by the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, PL 104-193, assists low-income families, families receiving temporary public assistance, and those transitioning from public assistance in obtaining child care so they can work or attend training/education. Show Federal Fiscal Years 2005-2006 CCDF overview and other general CCDF information.Under the Child Care and Development Fund (CCDF), State Lead Agencies have considerable latitude in administering and implementing their child care programs. Included are some of the basic responsibilities of a State Lead Agency as found in the statute and the regulations. The Administration for Children and Families (ACF), within the Department of Health and Human Services (HHS) is responsible for federal programs that promote the economic and social well-being of families, children, individuals, and communities. ACF programs aim to achieve the following: families and individuals empowered to increase their own economic independence and productivity; strong, healthy, supportive communities that have a positive impact on the quality of life and the development of children; partnerships with individuals, front-line service providers, communities, American Indian tribes, Native communities, states, and Congress that enable solutions which transcend traditional agency boundaries; services planned, reformed, and integrated to improve needed access; and a strong commitment to working with people with developmental disabilities, refugees, and migrants to address their needs, strengths, and abilities. FUNDING OF ACF PROGRAMS--FORMULA AND DISCRETIONARY GRANTS - ACF awards mandatory or "formula" grants, as well as discretionary grants. Federal agencies are required by statute to award formula grants to states, the District of Columbia, and federally recognized Tribes and Territories. Discretionary grants permit the federal government to exercise judgment or "discretion" in selecting the applicant/recipient organization through a competitive grant process. The states, the District of Columbia, federally recognized Tribes and Territories, and public and private not-for-profit agencies/organizations may apply in accordance with the requirements in the program announcements
