This thesis explores the connection between levels of per capita carbon dioxide emissions and public policy in California. Using a variety of data sources including EIA, census and NOAA, I analyzed factors that potentially influence state-level per capita emissions, including: fuel source, industry mix, per capita income, weather patterns, vehicle miles traveled, and energy costs. Though concentrating on California, I also examined New York, Florida and Texas. While no definitive answers emerged, an analysis of the commercial, residential, industrial, transportation and electric power sectors identified superior performance in California's electric power sector. In addition to the quantitative assessment, I also conducted interviews. California's emergence as a climate change leader was precipitated by a combination of energy security, environmental protection and public health issues. Stakeholders developed a diverse mix of policies and dedicated public, private and academic resources to improve air quality, promote energy security and eventually, mitigate climate change
