Excerpt: ... intended to give all necessary information both to masters and operatives, that the sections of the act may not be infringed upon, which seems in some cases to have been done, from an additional regulation which has been required from the Inspector, wherein he says--"Complaints have been made that on the changes of children and young persons which occur in mills, many are employed without certificates, to the serious inconvenience and prejudice of those who in this respect strictly observe the existing law." It appears that the servants of mill-owners will be held responsible, (as they are by the 29th sec. of the act) for all offences committed against the act without the knowledge and consent of their employers; and the Inspector seems anxious to questionably advantageous. It has sustained permanent attention to the welfare of the work people, it has promoted those investi show to such persons, how necessary it is that no evasion of tho act should be permitted. Six months having now elapsed since this act came into effective operation, we have deemed it our duty to make a little inquiry into tho manner in which it works, and as to what effect it is likely to have on the physical and moral condition of our manufacturing population. Leeds is remarkable, amongst other branches of manufacture, for its operations in flax, which are carried on to a considerable extent. It appears from a return made to the factory commissioners, that the number of persons employed in the different manufactories of tho town of Leeds, including thoso of Messrs. Marshall, and of Messrs. Titloy, Tathams, and Walker, of Holbeck, was, at the period of this visit, 10, 674--of whom 4434 wcro engaged in tho flax mills only; of these by far the greatest part
