C.; July 1987 The concessioner-installed dock system would include a floating breakwater to reduce siltation and boat damage, especially from southwesterly storm winds. It would not be permanent, nor would it impede navigation. In addition, the concessioner is encouraged to provide a gas dock and a marina support facility, with office, ship's store, and snack bar (similar in size and operation to that at the Columbia Island Marina along the George Washington Memorial Parkway).
