Hangen (chairman) presiding:. The Chairman. Gentlemen, the committee has met this morning for the purpose of considering H. J. Res. 78. authorizing the President to require the United States Sugar Equalization Board (Inc.) to take over and dispose of 13, 902 tons of sugar imported from the Argentine Republic. Mr. Tincher. Mr. Chairman, I do not suppose there is any possibility of getting this bill passed at this special session, even if it is reported out, and there are two Members of this committee absent ; one of them, Mr. Hays, has been in the hospital for some time and has just recently been taken home, where he is recovering. He is very much interested in this proposition. Mr. Sinclair is at home. I think, in a legitimate cause on account of a recall election that is taking place there. I think the hearing ought therefore to go over. I understand the Attorney General is not in town, and I also understand that the Department of State has not furnished the documents requested of them. They have decided on their own initiative that they are unnecessary. If the Attorney General does not appear before the committee, as I understand it, although I do not know that I understand it correctly, you gentlemen have closed your case except that I have a date with Mr. Franklin for a few hours. I think Mr. Hays and Mr. Sinclair have a right to be here, and I would like to have the hearings go over at least a week until they can be here. Mr. Sinclair will be here then and Mr. Hays will be out the latter part of the week. Mr. Clarke. I think we have had all the information about this matter, and it is upfair to bri
